CSRS is seeking a talented and highly motivated professional to serve as a GIS Analyst Lead. Primary role will be ability to liaison with counterparts, interpret business requirements as analytical steps, ability to gather and interpret relevant data and information, analyze it under the constraints of the problem at hand and provide reports/presentations that drive answers to business questions. Role will also include standards and procedures development/refinement, mentoring/training staff with GIS software and methods, and quality control and assurance of group products.

Responsibilities Include:

  • Compile, migrate and convert data sets for project needs from a variety of internal and external sources
  • Evaluate data from multiple sources to determine the quality and accuracy
  • Interpret data, analyze results using statistical techniques and provide ongoing reports
  • Use GPS and other equipment to plot coordinates and\or capture infrastructure attributes for return to AEGIS database
  • Interact with spatial databases to query, modify and create spatial features and their attributes
  • Assist in design of information systems and development of data process/flow diagrams
  • Conduct due diligence to attain utility, spatial, and various data for modification
  • Support business units with cartographic design and high-quality map production using ESRI's suite of software well as AutoCAD's Civil 3D.
  • Develop, establish and achieve weekly to annual goals that align with company goals
  • Maintain clear and consistent communication with colleagues through all phases of projects
  • Develop/refine company GIS standards and procedures
  • Mentor/train staff with GIS software and methods
  • Control and Assure Quality of group GIS products and processes
  • Advise management of training, software and personnel needs
  • Estimate effort estimates for cost proposals
  • Write methodology/approach summaries for proposals and findings summaries for reports

Minimum Qualifications:

  • Bachelor's or Master of Science in Geography, Computer Science, Agricultural Studies, Natural or Biological Science, Anthropology, Planning or related field
  • Minimum 7 years of relevant experience
  • Effective organizational habits
  • Clear and succinct verbal and writing abilities
  • Experience and understanding of QC/QA processes and documentation
  • Fluency in ESRI's ArcGIS suite of products, and MS Excel
  • Proficiency in MS Access and/or other database management software
  • Expertise in projection and application of different coordinate systems for feature datasets and imagery in ArcGIS
  • Experience in remote GPS remote sensing techniques and applications
  • Experience in aerial photography orthorectification and geo-referencing
  • Demonstrated analytical, problem solving and decision-making abilities, including the ability to quickly research and find database options for project consideration using web research skills, network contacts, government data sources and other.
  • Capability to meet deadlines for multiple, simultaneous assignments
  • Ability and willingness to conduct field work on occasion, willingness to work more than 40 hours a week if necessary
  • Proven record and effectiveness at working autonomously
  • Sound understanding o visual scale and color theory, enabling development of pleasing, clear graphics with minimal direction
  • Experience in adapting/tailoring GIS products for different audiences (academia, public vs. officials) and purposes (presentation boards, reports, internal mapping) with minimal direction
  • Experience with Metadata development per Federal Geographic Data Committee (FGDC) Content Standard for Digital Geospatial Metadata (CSDGM)

Preferred Qualifications:

  • Extensive project experience in Louisiana and Gulf Coast and familiarity with regional data sets
    Field and data import/analysis experience with GPS data
  • GISP Certification and/or other relevant certifications
  • Professional association involvement
  • Personal history of continuing education/training in GIS
  • USACE and/or La. CPRA project experience
  • Experience with US Census data importing/analysis
  • Project, task or financial budget-management experience
  • Staff supervisory and mentoring experience
  • Experience in serving as an external client point of contact
  • Experience in a business development capacity
  • Data modeling, advanced analysis, and programming experience ( e.g., Python, C++, C#/Asp.net, Microsoft.net, XML, SQL, Server)
