Under direction, coordinate and oversee the ongoing support, design, development, and management of enterprise database systems related to GIS operations to assure the systems, information, and associated applications function and evolve as needs change.

Responsibilities

  • Develops, recommends, and maintains standards for the continued implementation and maintenance of an Enterprise GIS (EGIS) to support distributed functionality with centralized data management.
  • Facilitates accurate data conversion and successful importation to create and support interfaces between the EGIS and business systems including data export, translation and loading functions.
  • Functions as EGIS liaison to user departments and other agencies to provide consistent, accurate, and timely information in compliance with established policies and procedures.
  • Manages a centralized multi-user Geodatabase to include:
    • The management of hardware/software resources, systems, licenses, and configuration.
    • Using current GIS mapping software, such as Esri products including ArcGIS Desktop, ArcGIS Server, and SDE, in a Microsoft SQL environment, to support data conversion and integration of third party applications.
  • Provides project and system support to various County departments; programs application modifications and enhancements and manipulates, integrates, and compiles data to accomplish project objectives.
  • Develops web-enabled applications using visual studio in a .Net Framework environment.
  • Develops and maintains GIS metadata, edits and refines GIS data sets and procedures and performs audits and quality control checks to assure integrity of GIS data and applications.
  • Manages technical duties to achieve goals with available resources.
  • Reviews and oversees quality control procedures to assure integrity of GIS database and accurate consolidation of data sets.
  • Troubleshoots both hardware and software problems related to the function of an EGIS system to provide system and user support and resolve issues.
  • Conducts needs analysis and utilizes best practices and available software development tools to recommend and implement effective solutions to meet user needs.
  • Creates database designs and models, develops documentation, and conducts system checks to verify functional and customer requirements.
  • Develops detailed functional plans, system, and program specifications using structured design methodologies and provides advanced GIS analysis to meet established goals and objectives.
  • Designs GIS user applications, control access and system
  • Develops and maintains computerized map files and GIS user applications; organizes and maintains the archive files, maps, charts and reports.
  • Manages and supervises personnel in the assigned division; develops and implements division policies and procedures; trains directs personnel in the use and operation of the Geographic Information
  • Responsible for ordinances governing division
  • Develops grant proposals;
  • Represents the County on inter-agency cooperative projects

ADDITIONAL May be required to substitute for supervisor during their absences if, delegated to maintain continuity of services and operations and similarly substituting for subordinates. Other duties as assigned.

Qualifications

  • Education. Bachelor's degree in Geography, Cartography, Urban Planning, or a related field. Prefer MA with an emphasis in GIS. Must possess a valid driver's license.
  • Experience. Six (6) years full-time experience in developing or managing a database using ESRI software; at least two (2) of which were full-time supervisory experience.
  • Education/Experience substitution. Per County policy.
  • Licenses/Certifications. GISCI certification
  • Other (e.g., post-offer medical exam, polygraph, background check, driver's license record, etc.).
  • A background check, educational verification, and driver's license record

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED BY THE POSITION:

Knowledge such as would be acquired through a pertinent baccalaureate education program or its equivalent in experience, training and/or independent study of basic principles, concepts, and methodology of a professional or administrative occupation.

Skill in applying this knowledge in carrying out elementary assignments, operations or procedures. Basic surveying principles and practices; principles and practices of management, effective supervision, leadership, training, and performance evaluation methods; cost-benefit analysis; design and geospatial theories; data management; local government GIS operations, principles and techniques; networking administration using ESRI (ARC View), GIS, and AutoCAD software applications; IBM compatible computer systems.

Ability to evaluate, audit, deduce, and/or assess data using established criteria. Includes exercising discretion in determining actual or probable consequences and in referencing such evaluation to identify and select alternatives. Apply principles of persuasion and/or influence over others in coordinating activities of a project, program, or designated area of responsibility. Utilize a wide variety of reference, descriptive, advisory and/or design data and information. Perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations involving basic algebraic principles and formulas, and basic geometric principles and calculations. Exercise judgment, decisiveness and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.
