GIS Administrator

Town of Clarksville

This is a full-time position within the Planning and Zoning Department, and is a technical position that oversees and administers the Town’s GIS. This position falls under the direct supervision of the Planning Director.  The hours of operation are Monday through Friday 8:30 am – 4:30 pm, located at 2000 Broadway, Clarksville, IN.  The starting salary will be $50,836.00 annually, plus an excellent benefit package.

This position is the primary point of contact for geospatial needs for all Town departments and the public. The GIS Administrator will ensure the Town’s system runs efficiently through the precise management of the enterprise geodatabase, ArcGIS Server, and ArcGIS Online Organization; this includes data management, content curation, application development, and system planning. The desirable applicant will have exposure to relational database management, however, the direct oversight of the SQL database and production server falls outside the purview of this position. The GIS Administrator should expect to shift priorities regularly as the position oversees all facets of a GIS, and can be categorized into the following three groups: administration, development and maintenance, and data creation and analysis. As part of the system planning, this position is expected to assist the Planning Director with coordinating and negotiating all existing and future GIS related contracts. The strongest applicant will demonstrate an ability to take initiative, work with a high level of autonomy, and will consistently strive to develop comprehensive solutions that will improve workflows and organizational efficiency.

Major Position Objectives

  • Administer and manage all major components of the Town’s GIS to ensure the system runs efficiently and reliably.
  • Ensure that authoritative data is kept up-to-date and deployable, and that online-curated content is effectively managed.
  • Identify GIS opportunities within the Town, in direct coordination with Department Directors, to improve operational efficiency by setting and achieving GIS plans, goals, and objectives.
  • Engage in long-range system planning for the continued growth of the Town’s GIS.

Essential Functions

  • Oversees the Town’s enterprise GIS functioning as the ArcSDE geodatabase manager, ArcServer manager, and ArcGIS Online administrator.
  • Provide consultation on the use of the Town’s GIS budget and future GIS needs.
  • Provide advanced technical support to staff as well as training on the use of all GIS applications.
  • Manage and coordinate the growth of the Town’s mobile GIS functionality.
  • Develops, implements, and manages the GIS data schema and geodatabase environment.
  • Configures and maintains ArcGIS server environment including the creation, publication, updating, and optimization of GIS services including feature services, map services, image services, and geoprocessing services.
  • Provides guidance to staff on best practices for analyzing, interpreting, and creating spatial data.
  • Develops and maintains models and scripts to automate complex GIS procedures ensuring reliable and consistent results.
  • Responsible for the quality control of all new and existing data from a variety of internal and external sources.
  • Maintain and expand all current and future GIS applications for all Town departments including both in-house and public-facing applications.
  • Generate project specific maps, services, and applications as needed for departments, clients, consultants, or the public.
  • Responsible for digitizing new data, updating existing data, and performing analysis on all Town data.
  • Coordinate and engage in the collection of field data, including the conversion of collected data into ArcSDE format.
  • Coordinate the acquisition of demographic and GIS data from various external sources as needed.
  • Build and maintain complex ArcGIS data formats including, but not limited to: topologies, parcel fabrics, geometric networks, las datasets, mosaic datasets, and transportation networks.

Candidate Qualities

  • Strong time management skills with the ability to manage concurrent projects as well as deal with frequent distractions.
  • Ability to work well with others or individually, and must be self-motivated.
  • Strong oral and written communication skills.
  • Familiarity with common sources of GIS data at both the federal and state level.
  • Should invest in staying current with relative trends and technology in the GIS field.
  • Should be willing to learn new processes and methods for improving workflows.
  • Familiarity with the business objectives of a local government.
  • Ability to interpret and read legal and construction documents such as surveys, deeds, plats, development plans, or other similar documents that could be used for the maintenance and creation of various feature classes.

Requirements

  • Master’s Degree from accredited institution in applied geography, geography or other similar field and 2-3 years of GIS experience; or
  • Bachelor’s Degree from accredited institution in applied geography, geography, or other similar field and 3-5 years of GIS experience; or
  • Any other relevant combination of education and experience.
  • Exceptional understanding of Esri’s ArcGIS Enterprise platform including multi-user SDE database, ArcGIS Server, ArcGIS online, as well as all desktop applications (ArcMap, ArcCatalog, ArcGIS Pro, etc.).
  • Experience using Python and model builder for automating tasks and streamlining workflows.
  • Familiarity with SQL database or other, similar relational database preferred but not required.
