The successful candidate will receive guidance and training to confidently collaborate on projects under NeDNR's Cooperating Technical Partners (CTP) grants with the Federal Emergency Management Agency (FEMA), creating digital flood insurance rate maps (DFIRMs) based on the Federal Emergency Management Agency's (FEMA's) guidelines and specifications, and providing technical assistance to the general public. Please be advised that this position is a grant funded position and is contingent upon continued funding. However, NeDNR has received grant funding since 1999 and a position has not been eliminated in that time. Typically, there is at least a year notice if funding is to be discontinued and the position were to be defunded.

Examples of Work

  • Perform assignments under limited supervision as directed by your supervisor including:
  • Conducting basic hydrologic and hydraulic analyses.
  • Delineating floodplain areas based on new or existing hydrologic and hydraulic analyses.
  • Creating DFIRM databases, project task databases, and metadata based on FEMA's guidelines and specifications.
  • Maintaining the Floodplain Management Section's spatial data through geodatabases.
  • Maintaining and creating new information and data for the Floodplain Management website.
  • Organizing the Floodplain Management Section's correspondence file system.
  • Helping with coordination and participating in outreach and training efforts.
  • Writing articles for the section newsletters.
  • Educating the general public about floodplain management.
  • Participating in and conducting meetings as they relate to grant activities; and
  • All other duties as assigned.

REQUIREMENTS: Experience, education, or training in coding computer applications.

Knowledge, Skills and Abilities
Familiarity with geospatial concepts, practices and procedures including coordinate systems, projections, topology, LiDAR, and FEMA requirements. Familiarity with ESRI ArcGIS Portal, ArcGIS Online, Story Maps, and Enterprise GIS environments. Ability to analyze needs and user requirements.

Knowledge of the principles of technical writing; effective communication; public outreach; hydrology and hydraulics; floodplain management; FEMA's flood insurance rate maps, and flood insurance studies, and knowledge of FEMA guidelines and specifications as they relate to Draft FIRM creation, is desired. Skilled in using: ESRI GIS software and Microsoft Outlook, Microsoft Word, Microsoft Excel, Microsoft Access. Ability to: prioritize tasks, be detail-oriented, follow guidelines and specifications, and work independently.
