Job Summary
Under general direction, is responsible for working with customers in the development, support, maintenance, and deployment of Enterprise GIS data and applications as well as information support processes. Exercises functional supervision over assigned staff.

Essential Job Functions

Business Requirements: Recommends the development, enhancement of GIS applications, scripts, tools, and utilities to deliver enterprise GIS products and services consistent with the City's GIS needs. Recommends the development of custom GIS applications to ensure query capabilities and data manipulation access to GIS database layers. Stays abreast of new technologies for the development of maps and databases. Proposes long-term objectives and participates in strategic development of GIS technology and information. Evaluates and tests new systems and applications. Recommends the selection of new hardware and software. Directs and oversees new systems conversion and implementation.

Enterprise GIS Solution Development and Testing: Leads short and long- term planning sessions with customers to improve business processes. Generally involve improving the functionality of enterprise GIS functional application tools. Provides input to governance agreements between business customers and GIS developers and facilitates the planning processes. Develops and presents support for new enhancement requests, including evaluation of alternatives and cost benefit analyses. Develops, monitors, and coordinates project activities, such as scheduling tracking and reporting and leads change management efforts impacting own projects.

Data Design and Extraction: Analyzes, develops, implements, and maintains processes for enhancing the utilization of GIS technologies to support engineering, research, facilities management, and other business and service functions and models and to support GIS program initiatives and activities throughout the City government. Builds and maintains appropriate tables and trees based on business rules and processes. Evaluates new hardware and software required to support system enhancements.

Enterprise GIS Solution Deployment: Leads the development of test plans, including robust test cases. Interfaces with Agency customers on testing and monitors service level agreements (SLA's). Monitors and reports on deviations. Participate in administering GIS database layers and tables.

Troubleshooting/ Problem Resolution: Responds to Tier II and I support requests via multiple sources such as phone and email. Generates activity and status reports. May be assigned to different shifts to provide coverage for customer and production support. Diagnoses escalated customer problems and provide guidance to other team members. Maintains knowledge management database for problem reporting and resolution. Escalates issues when necessary. Identifies system/network shortcomings and propose solutions to resolve those problems. Troubleshoots and resolves applications and database problems.

Data Quality Assurance: Coordinates the performance of quality control and assurance testing of applications and data. Ensures the accuracy and reliability of GIS products and services in accordance with established standards. Analyzes and tests new releases/ versions of GIS software in order to determine a rollout schedule, functional compatibility, and integration issues.

Strategic Alignment: Serves as a GIS functional liaison between the customer and the IT organization in order to provide technical solutions to meet user needs. Recommends new or modified applications and systems expansion to meet departmental user needs. Works with business customers to develop and analyze GIS application tool needs and determine optimum functionality requirements to meet those needs.

Training: Trains users on systems and applications. Writes user documentation. Recommends, develops, writes, and communicates business requirements for the design and implementation of solutions using GIS functional applications. May lead the deployment of new modules, upgrades, and fixes. Participates on design teams and in design walk- throughs. Develops and maintains a GIS Solutions Support knowledge management system to capture knowledge and work processes. Develops and provides training to customers on all features of application/product usage via various methods including telephone, distance learning, or on- site visits. Works with user groups to develop and design manual and web enabled user guides and training documentation. Provides guidance, training, and problem solving assistance to other team members.

Supervision and Performance Evaluation: Provides functional supervision to assigned staff. Provides input to staff performance reviews.

Performs related duties and fulfills responsibilities as required.

Job Requirements

  • Bachelor's degree from an accredited college or university.
  • Five (5) years of experience in Geographic Information Systems, programming, cartography, and applications with personal computers.

Applicants for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility. Due to CJIS requirements related to system access, the following will result in being disqualified for this position: Felony Convictions, Felony Deferred Adjudication, Class A & B Misdemeanor Deferred Adjudication, Class B Misdemeanor Convictions, an Open Arrest for Any Criminal Offense (Felony or Misdemeanor), and Family Violence Convictions.
