The incumbent will provide input into the strategic direction of Geographic Information Systems (GIS) and compliance technology investments to maximize the return on GIS and compliance technology investments. This position is responsible for partnering with business systems analysts, compliance administrators, GIS analysts, engineers, and maintenance personnel in gathering and reviewing business requirements; then analyzing and implementing those requirements into technical solutions. The incumbent will schedule and connect the technical delivery of data integration with multiple systems hosted on-premise and in a remote cloud environment. This position will support the technical administration of the Esri ArcGIS Enterprise platform along with related geo-enabled products. This position may also be required to administer and support various fleet-management and tracking tools as well as North American Energy Reliability Corporation (NERC) compliance software and hardware solutions related to generation and transmission asset maintenance and inspections. This position is responsible to assist with enterprise applications that support our business units. This includes but is not limited to the install of new releases of software, software patches and fixes, analysis of problems, and management of enhancement requests. This individual will be a part of a technical team with the responsibility for business applications. Under the supervision of the Manager, Enterprise Business Applications, or the Supervisor, Business Applications, the incumbent will collaborate with customers and staff, colleagues, and stakeholders to identify user requirements, analyze possible solutions, and provide support in the upgrade, enhancement, replacement, or development of solutions. The incumbent ensures compliance of technology solutions with Information Services & Telecommunications (IS&T) standards and
participation in the full development and implementation life cycle. This position is identified as a Critical Infrastructure Protection (CIP) related position, which may allow physical and/or logical access to Bulk Electric System (BES) cyber related assets or systems.
To perform effectively in this position, the incumbent must have knowledge of application development and application lifecycles; application development; implementation of applications; procedural language; Structured Query Language (SQL); and relational database concepts at a level acquired through the completion of a four-year degree in computer science, computer programming, data science, software development, information technology, an Engineering Accreditation Commission/Accreditation Board for Engineering and technology (EAC/ABET) accredited computer or software engineering, or a related field; or a two-year degree in computer science, computer programming, data science, software development, information technology, an Engineering Accreditation Commission/Accreditation Board for Engineering and technology (EAC/ABET) accredited computer or software engineering, or a related field and two years of related Information Technology (IT) experience; or a high school diploma or equivalent (GED or HSED) and four years of related Information Technology (IT) experience. The incumbent must have general knowledge of computer system networking and architecture. The incumbent must also be proficient with personal computers and Microsoft Word, Excel, and Outlook; and must possess the ability to manage time and adapt to new technologies. Project Management experience is required. This position will be required to travel approximately 10% of the time by car or cooperative/commercial plane.
Typical Physical/Mental/Environmental Demands:
This position requires frequent sitting and standing/walking; and occasional reaching below and above shoulder level, use of keyboard/computer, bending, kneeling, lifting/carrying up to 10 pounds, and pushing/pulling up to 20 pounds. It also requires finger dexterity and hand coordination. This position requires good hearing and vision, and the ability to speak. It also requires the ability to develop plans, procedures and goals; present information to others; and work under stress to complete projects within deadlines. This position occasionally works in conditions of dirt and dust, fumes, chemicals, extreme heat and cold, vibration, and noise. This position may be required to operate a motor vehicle or fly in Cooperative or commercial aircraft.
