Cadastral GIS Technician I

GIS Technician

Under direction or general supervision of the County Assessor or designee, perform a wide variety of cadastral and Geographic Information Systems (GIS) mapping services in support of the County Assessor's office; manually and electronically creates, prepares and maintains assessment maps and map layers, develops base maps for the County's GIS division which reflects current land ownership data; utilizes standard GIS software, tools and utilities to create and maintain a GIS database; research and compute land ownership data; analyze geographic or legal source data; and perform related duties as assigned.  Incumbents at the Cadastral GIS Technician III level serve as lead technician.
Positions in the Cadastral GIS Technician series are flexibly staffed and are normally filled by advancement after demonstrating the ability to perform the work of the higher-level class as well as industry related certifications.
Cadastral GIS Technician I
This is the entry-level position in the Cadastral GIS Technician series. Initially under close supervision, incumbents with basic cadastral experience learn and perform specialized computer-aided design (CAD) mapping related to ownership changes, legal descriptions, and official recorded maps.  Incumbents become familiar with GIS base map creation and maintenance; and the processes necessary to collect, interpret, and analyze cadastral and GIS data.  As experience is gained, assignments become more varied and are performed with greater independence.  Positions at this level usually perform most of the duties required of the II level, but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods.

Example of Duties

Cadastral GIS Technician I/II

  • Performs technical assignments related to providing Cadastral and GIS base mapping and computer analysis support to departmental staff and others; produces reports for internal and external customers when requested.
  • Maintains mapping software; compiles new descriptions and adds or updates to assessor's parcel maps; recreates older maps with CAD software.
  • Produces standard GIS end products including maps, tables and reports.
  • Utilizes sophisticated electronic technology to CoGo (Coordinate Geometry) trace and plot real property maps.
  • Monitors changes in ownership law; collaborates with title companies, attorneys, and customers on legal descriptions and title issues.
  • Computes and plots land descriptions of properties; presents tabular data in spatial and graphic formats.
  • Researches land ownership data, titles, and parcel numbers; confirms that deeds accurately describe real property parcels.
  • Revises official assessment maps, records, and other documents to reflect changes in ownership, acreage or parcel divisions.
  • Researches old deeds for legal descriptions and ownership determinations.
  • Interprets legal descriptions of property, metes, and bounds.
  • Assists appraisers in locating property.
  • Performs engineering and surveying mathematics as applied to mapping and GIS tasks.
  • Provides information to the public, title companies and attorneys regarding property boundaries, location, and title in an understandable manner.

Minimum Qualifications

Knowledge of:
Cadastral GIS Technician I
Principles, practices, methods, and technology of cadastral and GIS base mapping and equipment; principles, practices and terminology of manual and computer-based drafting and cartography including describing geographic and topographic features; modern office practices, methods, and computer equipment and applications related to the work, including PC software applications used for data input and analysis; English usage, grammar, spelling, vocabulary, and punctuation; techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and County staff.
Skill and Ability to:
Cadastral GIS Technician I/II
Manually and automatically create accurate real property maps from property descriptions maintaining topological quality and spatial accuracy; interpret and apply legal descriptions of property Conduct property description research and investigations; conduct GIS information users training programs; research, develop and define methods and processes for GIS base map creation Identify advanced technology and its potential use to support departmental activities; make accurate mathematical calculations; understand and follow oral and written instructions; operate modern office equipment including computer equipment and specialized software applications, tools and utilities applicable to GIS mapping and Assessor's Office needs; use English effectively to communicate in person, over the telephone, and in writing; use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines; establish, maintain, and foster positive and effective working relationships with the public, co-workers, a broad array of mapping and GIS professionals, and others contacted in the course of work.
Education, Training, and Experience:

Any combination of experience and training that would provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:
Equivalent to graduation from high school.
Cadastral GIS Technician I
Equivalent to completion of two (2) years of college-level coursework in a GIS technical program using AutoCAD or ArcGIS.  Related work experience in automated drafting, GIS, cadastral mapping or computer analysis highly desirable.

Special Requirements

May require a valid California Driver's License.  Industry related CAD or GIS certificates highly desired.
