Metro, a regional government in Portland, OR, works with communities, businesses and residents in the Portland metropolitan area to chart a wise course for the future while protecting the things we value about this place. The work and decisions made by Metro are supported by the Regional Land Information System (RLIS). RLIS consists of 100s of data layers, consumes terabytes of disk space that is used by a range of analysts and applications.

The Assistant GIS Specialist performs a variety of professional GIS tasks. We are looking for a professional who is familiar with the maintenance and application of a variety of GIS data, and wants to grow their career. The position will focus on creating, maintaining and improving various datasets that are part of Metro's enterprise data in RLIS.

Essential Job Duties:An employee in this position must be able to perform all the essential job duties listed below with or without reasonable accommodation; however, this list does not include all of the specific tasks which an employee in this position may be expected to perform.

  • Utilize GIS software (Esri) to develop, edit, analyze and publish RLIS data.
  • Coordinate with RLIS partners who contribute data to RLIS.
  • Maintain RLIS vector and raster geospatial data sets.
  • Update metadata and document procedures
  • Create and implement quality assurance routines.
  • Create, edit and run automation and quality assurance scripts (i.e. Python, ArcPy, ModelBuilder).
  • Exchange data and respond to requests from RLIS data partners and clients.
  • Develop and document technical processes. 
  • Perform other related duties as assigned.

Metro organizes its positions into classifications. Classification descriptions are typically written broadly and do not include the specific duties and responsibilities of the positions. This position falls under the Assistant GIS Specialist classification.

Minimum Requirements:Bachelor's degree in geography, engineering, computer science, course work in Geographic Information Systems (GIS), and one year of work experience in GIS and computer experience; OR any combination of education and experience which provides the applicant with the knowledge, skills and abilities required to perform the job.

An Associate Degree and GIS certification OR any additional demonstrated experience with geographic information systems may meet suitable combination of education and experience, which may substitute for a Bachelor's degree. Additional transferable skills will also be considered.
Knowledge of:

  • GIS Software packages, particularly Esri products.
  • Master Data Management (i.e., centralized data)
  • Scripting language(s), particularly Python
  • Data extraction, transformation, and loading (ETL) procedures.
  • GIS database design principles and techniques.
  • GIS database documentation techniques.
  • Performing quality assurance and maintaining metadata.
  • PC (Microsoft) applications and operations.
  • Compiling and normalizing data.
  • Mathematics, statistics and quantitative and qualitative analyses.

Ability to:

  • Communicate technical issues both verbally and in writing.
  • Pay attention to detail.
  • Recognize and resolve discrepancies in attribute data.
  • Organize work tasks and schedule in an efficient manner.
  • Learn new tools, techniques and adapt to changing work requirements.
  • Coordinate sharing data with RLIS partners.
  • Work as part of a team and independently on specific assigned tasks.
