GIS Technician

Primary Responsibilities:

This position reports to the Team Lead of Production. It works closely with other GIS technicians and external customers including electric utilities and telecommunication companies. This position collaborates with other GIS technicians, engineers, internal customers and external customers. This position is responsible for data creation, data manipulation, quality assurance and providing supportive mapping data and analysis upon request.

Essential Functions:

  • Operates computer workstation to update maps as new data is received
  • relative to new construction, line improvements and other projects.
  • Maintains and updates databases using GIS and other software.
  • Develops and maintains links between various databases.
  • Conducts mapping research, to resolve conflicting information and
  • ensure the accuracy of the data
  • Creates maps using GIS and AutoCAD software.
  • Demonstrates continuous effort to improve operations, decrease
  • turnaround times, streamline work processes, and work cooperatively and
  • jointly to provide quality customer service.
  • Works with digital and/or paper resources to layout and draft land base
  • and utility facilities with NISC’s GIS software.
  • Analyze and solve system connectivity issues.
  • Generate utility engineering models with NISC’s custom engineering
  • export routines.
  • Coordinate with Engineers to solve simple to moderate distribution
  • system layout discrepancies.
  • Reviews all maps for compliance with appropriate connectivity model.
  • Interacts with customers to understand their expectations and collect
  • information regarding their maps.
  • Reviews and corrects distribution system discrepancies after
  • conversions from other GIS systems.
  • Performs other GIS duties such as rubber sheeting, multiple point
  • insertion, and edge matching.

Desired Job Experience:

  • Generally requires 3 - 5 years of experience working with geographic
  • information systems.
  • Working knowledge of GIS software including: ArcMap, ArcInfo, ArcView,
  • ArcGIS Server, ArcCatalog (AutoCAD a plus).
  • Working knowledge of Geography.
  • Working knowledge of GIS database design and manipulation.
  • Working knowledge of GIS geometric networks.
  • Working knowledge of Digitizing, spatial and attribute data
  • manipulation for geographic information systems
  • Familiarity with industry specific (electric utility and
  • telecommunication) terminology, symbology, system layout and
  • construction units.
  • Ability to use graphic instructions such as blueprints, staking sheets
  • or other visual aids.
  • Ability to operate GIS systems effectively.
  • Ability to read and use quarter-section maps, plat maps, land base
  • maps, single line maps, and aerial maps.
  • Ability to interpret NISC’s E&O data model.
  • Ability to understand NISC’s CIS, ABS and GIS data relationships.
  • Excellent PC skills, including Word, Excel and Access.
  • Excellent problem solving skills with a strong attention to detail.
  • Excellent communication skills (face-to-face, telephone and e-mail).
  • Ability to organize and prioritize.
  • Ability to interact in a positive manner with internal and external
  • contacts.
  • Ability to work independently, as well as in a team environment.
  • Ability to travel occasionally to meet the goals and objectives of the
  • department.

Desired Education and/or Certification(s):

  • High School diploma or equivalency required
  • Bachelor’s Degree in a business-related field or equivalent experience preferred
